Saturday morning. The sun is shining. I sit contentedly in my living room chair fulfilling a volunteer commitment. Baking pleasantly in the warmth, and the light, I am energized. I finish the volunteer work; I complete some light reading; I retrieve my pile of disability culture notecards waiting to be organized and filed. I feel productive. I am contemplative. Before I can stop myself my brain is racing into an approach and definition of disability culture I think might be livable.

How many cultural definitions or characteristics might one find in the above paragraph? Sun-worshipper? Volunteer? Workaholic? Reader? Philosopher?

What would make any of the above words cultures? What would make me a member of such a culture?

This article is based on a speech written when I served as Training Director for the Research and Training Center on Public Policy in Independent Living at the World Institute on Disability funded by National Institute on Disability Rehabilitation and Research grant #H133B00006-90. The address was delivered to the Region VI Independent Living Conference in Little Rock, Arkansas on November 11, 1991.

Allt fler länder stiftar lagar mot diskriminering av funktionshindrade. På konferensen presenteras erfarenheter från flera länder. Den traditionella svenska handikappolitiken har varit inriktad mot individuellt stöd och att kompensera brister genom särlösningar.

A few years ago, it became practically impossible for Nicole and Bernard, Stéphane's parents, to keep on hiking with their son.

His illness had progressed, and Stéphane had grown up: he was heavier and more fragile.

This situation led me to devise a wheelchair which could be used on any path or terrain, but which would be comfortable for the passenger, without too much pain for the two assistants handling the wheelchair.

Sociala skyddsnät och omsorg om alla grupper i samhället. Så vill vi gärna tro att det är i Sverige. Men för många människor med funktionshinder ser verkligheten annorlunda ut.

- Insikten om att vi diskrirmineras är liten i Sverige. Men se på våra otillgänliga bussar och tåg det skulle inte vara lagligt i USA!

As I am not an anthropologist, sociologist or historian, I make no claim to understanding culture from any of those perspectives. As a psychologist, however, I have become interested in the impact of culture on the emotional well-being of individuals. Moreover, my interest is deepened by my own minority group membership (Disabled people).

Ladies and Gentlemen,

I am delighted to be with you today.

This conference takes place as European social policy passes into a new and challenging phase. It is one of modernisation, of the systematic pursuit of an agenda for change in how European labour markets operate.

The mark of the extent of this change is the commitment by Member State governments to put in place a co-ordinated strategy based on agreed, quantified, comparable targets for creating employment and preventing unemployment, above all long-term unemployment.

Förord

Strax före årsskiftet 93-94 fick vi en förfrågan om att göra en uppföljning av erfarenheterna från ett projekt där fyra män med begåvningshandikapp köpt sin egen bostad och där deras stöd förmedlas av personliga assistenter. Bostaden finns på Kaptensgatan på Råå, vilket är anledningen till rapportens underrubrik.
