Den senaste tidens publicitet kring sexuellt utnyttjande av boende på institutioner i Costa Rica aktualiserar frågan varför personer med funktionshinder måste bo på institutioner över huvud taget. Är det verkligen den bästa uppväxten för barn? Är institutioner verkligen bästa platsen för äldre att tillbringa sina sista år? Finns det inte tillräckligt med bevis, både i form av vetenskapliga studier och som vittnesmål från personer som tvingats bo på institutioner, att det bästa sortens uppväxt, vuxenliv och ålderdom för alla människor, såväl för fysiskt som psykiskt funktionshindrade som icke funktionshindrande, är ett liv ute i samhället med den egna familjen?

The recent publicity around sexual abuse of residents in institutions in Costa Rica brings up the question why persons with disabilities have to live in institutions in the first place. Is this really the best way of growing up for children? Are institutions really the best places for old persons to spend their last years? Is there not enough evidence in the form of scientific studies and statements from persons who were forced to live in institutions that the best way to grow up, to live and to grow old for all people - whether they have physical or intellectual disabilities or no disabilities at all - is in one's family and the community?

Schweden mit seinen 8,5 Millionen Einwohnern erfreut sich des Rufs eines fortschrittlichen Sozialstaats, in dem Menschen mit Behinderungen unter besseren Lebensbedingungen als in den meisten anderen Ländern leben. Zu diesem Ruf hat die günstige wirtschaftliche Entwicklung des Landes während und nach dem Kriege sowie die Reformpolitik der schwedischen Sozialdemokraten beigetragen, die das Land mit nur kurzen Unterbrechungen seit den 30-er Jahren regieren. Im Zuge dieser Reformen wurden die materiellen Lebensbedingungen von alten und behinderten Menschen angehoben, so daß Schweden in der Welt - und vor allem im Lande selbst - als Vorbild auf diesem Gebiet gilt.
