This report attempts to develop and illustrate the concept of universal design, which opposes, ideologically and politically, all unnecessary and stigmatizing specialized solutions. United Nations Secretary General Kofi Annan's Message on the International Day of Disabled Persons.
In his message on the International Day of Disabled Persons, 3 December 1999, Kofi Annan, the Secretary General of the United Nations, spoke about the theme of the day, accessibility, with a reminder that for many people with disabilities, the lack of access to essential services remains a source of discrimination and lost opportunities.
