In his presentation at the seminar organized by Independent Living Sweden, Stockholm, and and the Office of the Disability Ombudsman, Professor Colin Barnes of the Disability Research Unit in Leeds, UK, describes the Disability Discrimination Act enacted in 1995 in the UK, why and how the Act came into being, and why the Act is a mistake. He notes that the result of policies in general has been to create dependence for disabled people instead of independence which is what disabled people want and have a right to.
