More and more countries have anti-discrimination legislation in connection with disability. At the conference on Legislation for Human Rights held in Stockholm on 24 August 1998 experts from several countries with such legislation presented how the legislation has functioned in their countries and their reflections on the situation of disabled people in their respective country.

In Sweden the traditional disability policy has been focused on support to the individual and compensation of disadvantages through special services.

The Handikappombudsmannen has pointed out to the Swedish Government in several reports that Swedish legislation must be improved with the prohibition of discrimination against persons with disabilities. Many surveys and studies have shown that persons with disabilities have insufficient legal protection in the many aspects of life - in the private business sector, in access to buildings and to public information.

Independent Living Sverige is affiliated with the international disability right movement. In a growing number of countries the movement has worked to put in place legislation against the discrimination of persons with disability in connection with the infrastructure of society, transportation, media, in education and employment. The movement has also worked to increase the individual's control over his daily life.
