Imagine for a moment you have a long-term disability - and an ardent desire to live independently. Let's say you use a wheelchair (as I do), and you need help getting in and out of the shower or fixing dinner or doing a load of wash.

Unless you have a family member able to volunteer 20 or more hours a week, your answer probably is a PCA or personal care attendant.

Unless you're well-fixed financially, you probably have to apply to the state for help in paying for such assistance.

Independent Living

Independent Living is when Disabled people enjoy the same opportunities to live and participate in the community as non-disabled people, free of any forced dependency upon their family or friends, and can exercise choice and control over the decisions affecting their own lives.

As a philosophy, it is based on four assumptions:

Joe Bollard: In the last week of September 2003 people with disabilities from all over Europe converged on Strasbourg. The idea, to march to the European parliament building. This event formed part of the European initiative towards the promotion of Independent Living for people with disabilities. The Strasbourg Freedom Drive as it was called saw the largest ever number of people with disabilities to converge on the European Parliament.

The Independent Living Program movement was created by the disabled community. It has established a broad coalition of diverse disabilities functioning to provide services on a broader scale than has been traditionally offered by the rehabilitation community. The effectiveness and the strength of the movement lies in consumer control. The able-bodied professional can provide expertise, balance and a vital link with established rehabilitation programs. The integrity of the independent living program movement can only be maintained and developed if these basic concepts are respected.

Stockholmskooperativet för Independent Living är resultatet av ett litet antal individers kamp för personlig assistans i mitten på nittonhundraåttiotalet. Personlig assistans är, i motsats till hemtjänst eller boendeservice, en service knuten till den enskilde själv. Den som behöver assistans bestämmer själv vem som ska assisterar med vad; när det ska göras och hur.

Personal Assistance Legislation in Italy

According to legislation from 11 February 1980, No. 18, (in Italian: http://pc-belli.idg.fi.cnr.it/vipdn/80N00180.htm) people with severe disabilities may be entitled to "indennità di accompagnamento". This is an allowance of about $475 U.S. a month and the user directly pays the personal assistant(s) of his/her choice. With this money it is possible to have 50-60 hours of personal assistance a month.

The main law regarding people with disabilities in Italy is from 5 February 1992, No. 104 (in Italian: http://pc-belli.idg.fi.cnr.it/vipdn/92N01040.htm):

What is it about disability that makes the media so uneasy? With rare exception, the media use the same shopworn stereotypes to portray people with disabilities - the pitiable cripple; the courageous and inspiring hero; the broken person who'd be better off dead, unless, of course, there's a cure just around the corner.

Why do the media continually use the same ill-fitting and inaccurate phrases such as "wheelchair-bound," "afflicted" and "special needs," that the disability community rejected long ago?

"Disability is still such a negative stereotype," said Bill Stothers, former editor and publisher of the disability magazine Mainstream and a 30-year veteran of newsrooms in Canada and the United States.

Dear Friends: We write to you because we believe certain persons and organizations who claim to speak for persons with disabilities may have seriously misrepresented the views of many of us.

Public attention in recent years has focused on issues surrounding end-of-life care. We believe this is all to the good. Death, like birth, is part of the life process, neither to be feared nor denied. In truth, the end of life can be a time of expressing and sharing love, forgiveness and thankfulness. We believe end-of-life choices are a private matter. Interest groups, legislators, judges, and publicity-seekers have no business interfering with the decision-making autonomy of the dying patient.

Zunächst möchte ich mich recht herzlich für die Einladung zu diesem Workshop bedanken und kurz vorstellen. Mein Name ist Elke Bartz. Ich wohne mit meinem Mann Gerhard in Hollen- bach, einem kleinen Dorf in Deutschland, genau gesagt in Baden Württemberg. Seit einem Autounfall vor 21 Jahren bin ich ab dem 6. und 7. Halswirbel querschnittgelähmt. Daher benötige ich rund um die Uhr Assistenz. Ich engagiere mich seit mehreren Jahren intensiv in der Arbeit für Menschen mit Be- hinderungen.

In England we have a strong and vibrant disability people’s movement which in many ways preceded the development of Disabled People’s International (DPI). The British Council of Organisations of Disabled People (BCODP) was actually formed so that it could be represented at and participate in the first DPI conference in 1981. The driving force behind much of the work initiated within the British movement was done by a disabled South African man, Vic Finkelstein.

Until recently, the disabled have constituted a minority in obscurity. Unlike certain other groups that fall victim to discrimination, the disabled do not comprise a self-contained, close-knit social community. Instead, they populate every social sector, every class, every age group, every ethnic and religious community. And at every level, society has tended to ignore them, believing them incapable of participating in the community, or avoiding them as unpleasant reminders of the fragility of our existence.

WHEREAS, the U.S. Supreme Court has determined that assisted suicide is not a constitutional right, but is an issue to be decided by the states; and

WHEREAS, bills to legalize physician-assisted suicide are currently pending before state legislatures; and

WHEREAS, no bill to legalize physician-assisted suicide applies to all citizens equally, but singles out individuals based on their health status in violation of the Americans with Disabilities Act; and

The theme for this year’s observance of the International Day of Disabled Persons -- Accessibility -- reminds us that for many people with disabilities, the lack of access to essential services remains a source of discrimination and lost opportunities.

For more than half a billion people in the world, accessibility can mean an education, a job and a community that would otherwise be denied them. Accessibility is a prerequisite for disabled people to enjoy equal opportunities. It is a key to the exercise of their civil, politicial, social and cultural rights. This is a major concern of the United Nations, rooted in its founding principle of the equality of all human beings.
