Barn och unga med funktionshinder hade inte rätt att gå i den ordinarie kommunala skolan. Särskilda skolhem, institutioner var alternativet. Genom en lagändring 1962 – 120 år efter allmän skolplikt infördes i Sverige - blev kommunerna tvungna att erbjuda skolgång på hemorten för rörelsehindrade elever.
